OBS help please!

I'm trying to figure out obs for recording but he is getting extremely low frame rates. At first I thought this was because of a bad computer but it's outputting 7fps while only using 10% of the CPU, what should I do? 

Computer specs

CPU: Intel(R) Core(TM) i7 5500u @ 2.4ghz

GPU: and Radeon r7 m260

system specs would be helpful, as well as OBS settings.

 

that said, are you trying this on a slightly older laptop? some laptops REALLY dont vibe well with OBS.

I posted the specs and it's not really an old laptop

but it is the kind of laptop that would potentially have this issue.

What are you trying to record specifically? At what OBS setting?
