That's not going to be silent with all those fans lol.

PCPartPicker part list / Price breakdown by merchant

CPU: AMD Ryzen 5 1600 3.2GHz 6-Core Processor  ($217.98 @ NCIX US)
CPU Cooler: Zalman FX100 Fanless CPU Cooler  ($57.30 @ Amazon)
Motherboard: ASRock AB350 Pro4 ATX AM4 Motherboard  ($89.99 @ SuperBiiz)
Memory: G.Skill Ripjaws V Series 16GB (2 x 8GB) DDR4-3200 Memory  ($113.99 @ Newegg)
Storage: Kingston HyperX Fury 240GB 2.5" Solid State Drive  ($80.99 @ Amazon)

Total: $935.21

Will be completely silent. Well, once you set a fan curve for the GPU so that it's silent whilst not under load, it will be completely silent. The Zalman cooler COULD be an issue with AM4, so check first if Zalman would be able to send you a bracket for AM4 for this specific cooler, or if you'd maybe be able to zip tie it on or something? Otherwise, I'd get one of these;

https://pcpartpicker.com/product/q9QRsY/scythe-mugen-5-512-cfm-cpu-cooler-scmg-5000

Both are really quiet coolers but you could probably get away with running them fanless.

and if you decide you need/want case fans;

Great quality, quiet fans and you can run them really slow for even less noise.
