help with computer upgrade

hello can anybody help me out i need to upgrade my PC or rather most likely my CPU and maybe motherboard but don't know to what can any of you suggest what could be good to upgrade too 

 

all parts have been under at least -10 degrees Celsius for over 5 months (lived in a house without heat) and my computer is starting to slow down a lot and its only a month or 2 since i rebooted my PC so that is why i would like to get some new parts because they have been through a LOT and my Hard Drive is starting to fail and having a lot of corrupted files 

 

i do not have a large budget so i would like something like CPU to be 400 Dollars or under, graphics card 220 or under and rest under that 

 

i know pretty much about computers and I am taking a education as a programmer right now but i would just like to hear you're opinion about what to buy so i have more than one opinion about it

Specs of my computer are 

Motherboard: Asus H81M-D PLUS

CPU: intel(R)Core(TM) I3-4160 CPU 3.60GHz

Graphics card: NVIDIA Geforce GTX 750 Ti 2GB

Power Supply: 500W

Ram: 8GB

Harddrive: Getting a new in 4 days (1TB or more)
