Temporary CPU Spike when launching program

Whenever I launch a program, my cpu spikes and my computer slows to a crawl. Any way of figuring out what the source of the spike is?

that was kind of vague... what program? Under wich conditions? Specs? It may be a virus, it may be a super ultra hard to run program...

Occurs pretty regularly. Task Manager will usually start measuring with CPU at 100% thanks to the short, initial spike.

badly configured Virus scanner?   ie: is it setup to scan program file on startup everytime?

It happens with most of my programs when I have discord or chrome open.

No. I'm just using Windows Defender and I have it do periodic scans when I'm away from my computer.
