Since you only installed it like a week ago and probably didn't do much with it, why not try and reinstall it fresh new? Is the SSD brand new?

Have you downloaded any thing suspicious as that has asked you for permissions that you haven't downloaded?  If not just turn it off and turn it back on and if that doesn't help open task manger ctrl+alt+del and see what you CPU and ram usage is and see what is using that. You also might have a virus scan running.

Did you erase the other copy of windows from your system or did you just throw in a ssd in and add another copy of windows on top of it because they are both using ram. Or I am theorizing here that the two copies of windows started to launch and switch between the two copies of windows and that is why you are getting a stuttering effect.

could be a motherboard failure? had that happen once. stuff wouldnt load properly at startup, desktop stuff missing and everything got really sluggish. it got worse over a week and finally never turned on. board had some bloated capacitors.
