Hey, my current system has a GTX 1070 FTW with an i5 6400 on a B250 mATX motherboard and 8gb of ram.

 

Its not really running like all the benchmarks in the world. I only have like 23 background processes in Task Manager, and I regularly scan for viruses (on my SARDU USB stick).

 

So I don't think its a software issue, I think its a bottleneck with the GPU and CPU. Or maybe my motherboard.

It would be helpful to have some numbers you're getting vs. numbers other people are getting and also what you're using as a comparison. If you're trying to compare your GTX 1070's performance to say what website reviewers are getting, then you need to take the comparison as a general guideline because they're running top of the line processors.

An i5 6400 does bottleneck a gtx1070 in most games especially at 1080p but a good way to check if its the cpu is to run a synthetic test like heaven benchmark which uses very little cpu, if you don't get a similar score to other benchmarks in heaven benchmark then it would be something other than your cpu. Your motherboard should not affect performance.
