90% Ram being used

This has happend a few times now for some reason my computer will get slow and I well looking in TM and see that 90% of my ram is being used that i find very hard to belive since i only have skype leage of legends and just the avrange programs people on running in the back ground I havt 16GB of ram there is no way they are taking up that much in TM its saying League of legneds is useing the most that being 2GB so whats going on?

According to the DXDiag your GPU (Nvidia GeForce GTX 780) is taking up 11126MB of Memory in total with 8162MB of shared memory (It's reserving half the RAM incase it's 3GB of Frame buffer fills up

 

 

EDIT: That doesn't explain where the other 8GB is going,
