Gaming stutters

For the past week ive been noticing annoying stutters. Even in games like rocket league the game just like freezes for a split second once in a while FPS is fine. I have a 1060, i5 4460, and 12gb of ram. Sticks are different brands but when i take the 4gb out it still stutters. i reinstalled windows few months ago, Ive updated all my drivers. Only thing i remember happening was my PC was getting a bunch of blue screens, than my pc just froze and when i tried starting it up it was stalling. Like my gpu led was flashing with the sound of the disc drive staring up, like the psu was starting up and off every second. Any tips, i get such bad performance in games which i should get more. ESO ultra with low particals and low render i get fps drop really bad.

what kinda PSU do you have?

We can't Benchmark like we used to, but we have our ways. One trick is to shove more GPUs in your computer. Like the time I needed to NV-Link, because I needed a higher HeavenBench score, so I did an SLI, which is what they called NV-Link back in the day. So, I decided to put two GPUs in my computer, which was the style at the time. Now, to add another GPU to your computer, costs a new PSU. Now in those days PSUs said OCZ on them, "Gimme 750W OCZs for an SLI" you'd say. Now where were we? Oh yeah, the important thing was that I had two GPUs in my rig, which was the style at the time! They didn't have RGB PSUs at the time, because of the war. The only thing you could get was those big green ones.
