PC won't boot Windows after CPU upgrade

So I've been working on this one PC for awhile, it currently has an Intel Core 2 Duo E8400. It's 45nm flavor.

The motherboard I have is an Intel DG33BU.  According to Intel, this motherboard will work with Core 2 Quads, and it will work with a Core 2 Quad Q9550, which I've installed.  This CPU is also of the 45nm variety.

 

The computer will boot, post, and start loading Windows, then all I get is just the Windows logo, but the spinning wheel never shows up, and it never finishes loading the OS.

I've tested this Q9550 on another motherboard that doesn't work properly (it'll boot Windows and everything, just won't let you restart).  I haven't changed RAM or GPU.  I've tried clearing the CMOS, but I'm stuck at the Windows logo.

 

I'm also on the latest BIOS update.

 

Anything else I can try to get this little shithead to boot to Windows.

try reinstalling windows. 

Good luck, Have fun, Build PC, and have a Wii and PS2 as your only consoles.
