Sometimes, if your overclock is over .2 or .3 ghz. If electricity if water, then voltage is the pressure. You can have a lot of electricity, but if it isnt moving fast enough it wont supply your cpu with enough power. NEVER go over 1.45 volts.

with intel, you never want to go past 1.45 and with amd the highest recommended is 1.45. So no, not really. and if the voltage goes high enough it will fry the chip, regardless of cooler.

Highest recommended is 1.52V. Has been since the Sandy Bridge era IIRC.

 

Also the chip will not fry at that volts. I've ran a 3570K, 2700K and even my 5820K at and higher than 1.45V. They are all still kicking around. You're talking balls.

Ok, i guess i was thinking about other processors. But if you do go too high, regardless of cooler, your chip will die

No it won't. It'll degrade but it won't flat out die. Death volts is around 1.8V+ unless you're sitting on an extreme cooling solution. 

 

There's CPUs that have been benched on LN2, had up to 2V pumped through them and they are still kicking around. The colder a processors is, the better.
