That is tricky. I would go for the 7870, it is a better value. What company makes each card?

 I would get the 7950 because of the extra VRAM. If you are only be gaming at 1080p then get the 7870.

Are the twin frozr?

When overclocked the 7950 will perform about the same as a 7970 when overclocked. Also the gap is there but it is noticeable. Like in Crysis 3 you can't play at Ultra with a 787o but you can with the 7950.I think.

Decent enough for but not worth $100. The 7870 is a better value here. 

7950 because then you won't have to upgrade in a year.

The 7870 isn't that far behind. It should last 1-2 years just fine before the OP might want to upgrade.

You could go 2 ways. I recommend is a cheap, but not terrible MOBO, and either 

1) i3 3220 for no upgradability on the GPU later due to bottleneck

2) go 4670k, more expensive but you can upgrade to better GPU later.

There are also several options with this. I would go cheap MOBO and if there is a possibility of getting a better GPU do that, but there are 2 ways of doing this.
