Try the compatbility checker, if that doesn't work there's probably no way you will get it working unless you go back to W7 or W8.

Catalyst does not support anymore 4000 series on windows 10. Unfortunately you'll have to use it that way or re-install windows 7. Or upgrade the GPU.

I'm coming from the perspective of a Linux user (where the driver landscape is different) but AFAIK the new drivers are GCN only. That card isn't based on the GCN architecture but rather the older Terascale architecture. If the windows 8 drivers aren't working and you can't install them in any sort of backwards-compatible mode, you're a bit out of luck.

P.S. Windows renders scrollbars in the kernel

GPU is not problem as i heave two gtx 1080 i just wont the radeon to work on some other build so upgrading is not a good advice
