I am having a problem with my proccesor. It seems that no matter what I do, I can't make it go over 90% of his maximum frequency. As you can see in the second picture, Resourse Monitor displays 90% Maximum frequency even with AIDA running the stability test. 

 

 

Proccesor: Intel Xeon E3120 3.16Ghz

Windows 8.1 64Bit

4GB DDR2 800Mhz

Gainward GT630 - 1GB GDDR5

 

Any advice on how to resolve this would be highly appreciated! Thank you in advance!

That's how turbo boost works.

It will only reach peak frequency when only one core is at 100%.

Thank you for the quick reply, but as you can see here https://ark.intel.com/products/35429/Intel-Xeon-Processor-E3120-6M-Cache-3_16-GHz-1333-MHz-FSB ,

This CPU does not have Turbo Boost.

Oh.

CPU-Z is saying it's running at 3.16GHz which is the correct speed.

You can ignore the BS that windows says, it is often wrong and should not be used as a tool to check CPU speeds.
