Computer not starting/working properly

So, i built my computer like about 3 or 4 months back and its been fine ever since until yesterday night when i tried to turn of my computer and it was stuck on a black screen after pressing shutdown. Now after i come back from school in the morning, i tried to start my computer and it took like 15 minutes to load into windows after a black screen. Furthermore , after it loads into my desktop nothing works properly like ctrl+alt+dlt doesn't work, pressing shutdown doesn't work, and the internet and sound don't work either. Would really appreciate some advice, really scared that i might've messed up my whole PC :(.

could be the OS got borked, a clean reinstall would eliminate that
