HDD I/O Error

Just built my first computer by myself, was so happy! Download Windows all the drivers etc. but then I go to format/initialize HDD (Seagate 3TB Barracuda) and it keeps saying "Cannot compete action i/o error". I have tried everything from upgrading bios to plugging in different sata cables and in different sata ports as well as Seagate software.
