You should slowly start to increase the clock/multiplier and do that until your PC won't reach windows again(that's the easiest way to reach MAX clock under the default voltage). It will only pass the component testing(when you could go into bios) then lower it just a bit until it starts again.(It should increase your CPU clock a bit, or maybe more than expected using the same voltage) If you want to increase the voltage do that and repeat the process until it is stable at a certain point.

And do not forget to check the temps! So you won't damage your CPU. Also check on the user's manual the max temp that your CPU could reach without damaging itself.
