VM server new/used parts

I am looking to build a powerful VM server to host my desktop as well as 6+ more others. I would like to have min 6 cpus 6 gigs of ram on each VM. Using new or used parts what is the most bang for the buck? Want to use GPU pass through to assign gpus to vms similar to 7 gamers 1 pc. Thanks for any advice.

Budget?

 

Do you need graphics power

 

What software? Citrix? Vmware horizon? Microsoft remote desktop gateway?

 

Why do you want a central server. Is cheaper and easier and faster  to just have my smaller desktops than a vdi solution.
