MI have 2 builds that I am thinking of using I am always trying to save money on these they do include monitors with them. I am also trying to save money on them please give me suggestions.

Probably second, as the other has a bad psu. Though you should consider an ssd.

 

Also consider a Ryzen 5 1600

People have told me that but some say I should go with the r7 I am on the fence. If I used the r5 1600x I would probably have that 1070 then

Fixed also should I use a r 5 1600x and a 1070 instead of  stick with the r7 and the rx480/580 might use 580 since build will not be built for about a few weeks

I would highly recommend a better monitor, especially if you're getting something like a GTX 1070. If you're going to get 1080p, you might as well grab a 144hz panel. Also, 21.5in isn't a very big screen, you might enjoy something a little larger, even just a couple inches. Alternatively you could spend more and get a 1440p monitor, the 1070 will be able to handle it nicely.

 

And as for your question, I think a r5 1600x and 1070 makes for a far better balance then the r7 and rx480. I would go with the r5 1600x/GTX 1070. When it comes to streaming though you may benefit more from the r7, but it's hard to say how much more until r5 benchmarks are released.
