Building a Server

Can somebody help me create a home server?

These will be the purposes:

Photos/documents/extra storage

Surveillance storage (we are putting in a new security system)

Router/Internet/Switch/firewall (im new sorry :()

possibly a dedicated server for certain games

Budget is atleast 15k at this point, we only have 2 people in the house right now, but the number of people on the game server will probably be over 20 (on a good day.)

Thank you :D

Also, the OS would preferably be Windows Server 2016.

a bunch of wd reds/seagate alternatives (storage/surveillance system storage)

dont know about the router/internet/whatever

recommend going for something along the lines of a xeon E3-1230 v5, and something like a GT 730 for GPU

also, would recommend a passive heatsink

16gb should be enough, 32gb if using ZFS (ECC)

heavily recommend using ZFS file system through freeNAS or a linux distribution, its great for file storage.

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB

138 is a good number.

with this budget you should get a company taking care of installing a server and camera system as you like.

With that kinda money you can definitely build two servers.  An overkill FreeNas box for all of your storage and a stupidly overkill PfSense box for the router/firewall.  Then you could still get a 10 Gb switch.  The FreeNas will be as easy as slapping in as many hard drives and ram as you can, then installing Dockers/VMs to handle the cameras.  The PfSense box won't really need much, maybe a 10 Gb NIC.  As far as the dedicated server for games?  I don't know anything about that, sorry.
