The performance gap between RAM frequencies is pretty small until you get to higher frequencies.  Besides, the i3-2100 only supports up to 1333MHz.  Just get something with reasonably low latency and you should be fine.

for intel, no frequency doesn't matter too much for ryzen higher  the frequency the better, especially during overclocking

It matters on Intel when you get to high frequency DDR3 and DDR4.  For example, there is a very noticeable performance difference when I underclock my 2400MHz DDR3 to something like 1333MHz.  It also affects games.

This doesn't apply to older CPU's though, because they don't support high frequency RAM.
