Package vs Core Temp 1700x

So I finally got my bracket for my H100I V2 and the temps went down quite a bit from a Hyper 212 evo push/pull.  But while my CPU temps dropped from the previous bios update and the CPU Temp aligns with what the bios says, the package temp is still out of control.  I even felt the socket behind the board and it felt warm at best under load.  Is the temp readings still off?  I have an Asus X370 Pro (for now).  No OC on the CPU, locked the voltage at 1.3V, SOC Voltage to 1.2V, Memory 1.35V 2933MHz.
