Budget is around $720 USD https://pcpartpicker.com/list/4Tq2f8 Is it a good build? Note: before you give me a new part list please do not change the case, fans, or fan controller.

You do not need to buy fans or a fan controller. Your motherboard can control the fans and your case already comes with some fans adding a few more won't do all that much performance wise.

Then with that gone you can use that money either to get a better CPU or and SSD.
