Hello, I'm new to the forums and new to overclocking. I have an I7 6700K CPU and the Asus Z170 Pro Gaming Motherboard. I'd like to overclock my CPU, but I've heard changing only the multiplier won't help and that I have to change the voltages too, but couldn't find what voltages I need to use. So if anyone could help me : How should I oc my CPU?

You only really need to increase the multiplier, increasing voltages just helps for stability and higher multiplier settings.

Try to draw 400w of power from a 200w socket. (Theoretical) without enough power or volts how is the CPU going to stay powered correctly to stay on? Yeah it'll blue screen. Intel has a max voltage of like 1.4125 or 1.375

So if I oc from 4.0 ghz to 4.5. How much voltage increase would you suggest?

Change the core voltage to 1.35 and try 4.4ghz first, get a trial of Aida 64 and run it for around 15 minutes. If it passes go to 4.5, to 4.6, etc. if it's unstable try 1.366 then 1.375 if they aren't working, then 1.386. If you get blue screens from watch dog, then that makes sense and the oc is bad, any others and make a post on the troubleshooting sub forum.
