You could just use Task Scheduler to do it.  Set the trigger to 'On idle' and under conditions set the idle timeout.  No extra programs required.

 

At least, that's how it is under Windows 10, it should be the same (or at least similar) under Windows 7, but I don't have a Win7 PC handy to confirm it.
