USB device descriptor fail

I have a Logitech Carl Zeiss Tessar HD 1080P camera that i have been using for 2-3 years just fine, but recently i have been getting that USB device descriptor failed Code 43 error everytime i plug my webcam in.

 

I have already reinstalled the drivers from logitech, reinstalled my USB drivers, updated everything, enabled/disabled my usb ports....etc

 

Im unable to figure out the problem. Even today i was on skype for 5 hours able to use my webcam, 3 hours go by and i go to use it again and the error is there

 

Now i can continue to keep enabling and disabling my usb ports and trying every port until it just works that one time. And i have tried my camera on another computer and everything was fine on theirs.
