Ridiculous network usage?

So... suddenly my network stopped working. I checked taskmanager, and its been going to 100% for one second, then stopping completely for a bit, then 100% for another second.... just...

I have that too and nothing happens in game and while im browsing.I assume its normal?

Not if they don't know your WAN IP. For instance, my IP right now is 192.168.1.2. You can't do anything with that, because it's behind a router/ DHCP server.
