If you have v-sync off, and since Dirt 3 use same engine as GRID, when i changed CPU (with same GPU), in GRID, where i had ~50 FPS drops (from 80-90), there was no drop anymore, max FPS was similar (a bit higher, not 100, but 140 maybe), and on places where it had drops to 40-50, it did 90-100 with same settings.

 

In poorly threaded games i didn't gained much (if anything), but most of them did maxed out already.

 

Anyways, TF2 is source game, it should go well above 200FPS (probably more) on low (maybe even on highest, idk) settings even with dual-core CPU (and not like i3, but like Celeron or Athlon) with that GPU.

 

Change driver, there is something wrong with settings.

You can try typing "fps_max [number]" in the console to try to raise the fps cap.  Most of the time it's used to lock the framerate at 60fps so I donno if it works.
