So I can buy two fully built rigs off ebay for the SAME price, and they both seem pretty good. One has an i5 6402p, 8 gigs of ddr4 in dual channel, and a reference rx 480 with 4 gigs of vram. The other has an i5 4460, 8 gigs of ddr3 ram in single channel, and a sapphire nitro+ rx 480 8gb. They seem pretty close... im currently leaning towards the one with the 4460 and sapphire 480

4GB vs 8GB VRAM isn't a huge deal depending on your workflow. Skylake is a nice touch but not necessary (my 4460 is great)

one has a 1tb drive and the other doesnt come with one, but it doesnt matter anyways as my current rig has a 128gig ssd and hdds are cheap if i decide to get the one without the hdd

I might get the one with the SSD assuming Windows is already installed and activated since it'll be a lot easier than potentially moving Windows onto a brand new SSD on the 1TB rig (you should have an SSD regardless)

oh no i mean i already have an ssd and so it doesnt matter which one i get.

Hmm.  I'd go with the older one with better GPU.  DDR3 is cheaper to upgrade and you can get an old i7 for cheap as well

Find out the brand and make sure to get a stick with matching speed and capacity

It won't work as well.  The most important thing is getting the same size of RAM.

With the new ryzen launch, and itels kaby lake in full motion, even here in norway you can find a lot o f i7 for socket lga 1150 dirt cheap.

Do your research tho, get one that hasnt been overclocked to hard for a longer period of time, and it will last you longer :) 

The RX480  is also a great budget card, had a xfx one until i built the new machine with the 1070, and is a good match with the i5 4460.
