I believe I have a Q6600, it's good for running a NAS, but I would not recommend gaming on it, it isn't a solid CPU there, try getting an i3 maybe or a Pentium, also look at the GPU again, I can get a system with a 750ti or a 800 series card in for that price (I am in the UK though so can't promise that) and also don't buy a random PSU, get it from a reliable manufacturer, unless this system is being used very little, and even then it's not a good idea,

Bread and Butter Pudding (i7 7700HQ, 1050ti, 16GB)

The Portable Slice of Bread (N270, HAHAHA, 2GB)

Muffinator (C2D E6600, Geforce 8400, 6GB, 8X2TB HDD)

Toastbuster (WIP, should be cool)

loaf and let dough (A printer that doesn't print black ink)

The Cheese Toastie (C2D (of some sort), GTX 760, 3GB, win XP gaming machine)

The Toaster (C2D, intel HD, 4GB, 2X1TB NAS)

Matter of Loaf and death (some old shitty AMD laptop)

windybread (4X E5470, intel HD, 32GB ECC) (use coming soon, maybe)

And more, several more

The main reason why getting that system isn't really smart is that if you want to upgrade your CPU to an i3 or the Pentium or RAM to DDR3 (most 775 boards have DDR2) / DDR4 in the future, you'll have to swap out your whole motherboard, and that includes your CPU & RAM (if it's DDR2).

What I would do in that price range is get a system without a GPU, and save up for a 1050Ti or the 470.

for £253 which is $315, I can get

from ebay

CPU - i3 4130 (not the best CPU, I can probably get better for cheaper/similar but I only did a quick search)

CPU cooler - stock

Motherboard - Asus H81M-E

this is a bundle which costs £100 ($124.70)

RAM- 2X4GB sticks DDR3 for £50 (£62.50)

PSU- CiT 500W (not the best PSU, but it'll do) £16 (£19.95)

from CEX

Storage- 400GB HDD £10 ($12.47)

GPU - R9 280X £70 ($87.29) (quite power hungry this card, and there is a 280 at the same price of it, so choose this one cause it's got an X in it's name, meaning it's got to be good :P )

not sure what american pricing would be, and yes it's over budget, but this wouldn't be too bad at gaming I would imagine and would do a couple of years, and you can also at a later date with this get an i5/i7 which would make this a good(ish) gaming PC which could do 1080P reasonably well (60fps in several games, maybe not all, definitely not all)

still a no, none of that really cuts it anymore really, and I anit sure what american pricing is, but my advice is save a bit more money and use it to get a better PC, rather than a cheaper one which will last a week or two max before he realises it's shit
