27 inch 90hz Freesync 1440p TN or 24 inch 1080p Quantum Dot 144hz?

24 inch is the break away point from 1080P and the point where 1440P starts to show, I wouldn't get a 1440P 24" screen

It doesn't say 90Hz.  It says 90 K Hz

 

The 90KHz is how fast it can draw individual lines of pixels on the screen.  That's why it says Horizontal.  Ignore it, it's a result of the number of lines on the screen (1440) and the refresh rate (60)  [ 60 * 1440 = 86400 ~= 90KHz]
