What issues would a faulty memory controller cause

Hi,

 

I have this really annoying issue with my pc that it will only detect 3 of 4 memory sticks I have tried different kits, different motherboards so now my worry is that its my 6900k that is the issue could some slots be detected if the memory controller was faulty in my 6900k or is that highly unlikely to be the issue I dont want to waste anymore money on motherboards and new memory just to keep getting the same issue.
