Just wondering if anyone knows why it was discontinued and made a paid add on in Windows 8 rather than included out of the box with the operating system for free. Seems like it was a pretty nice feature to have in Windows 7 so I don't get why they stopped.

It was an under used feature, and by the time Windows 8 rolled around, potential users were better served by Plex and Kodi, and streaming services like Netflix, Hulu, CrunchyRoll, etc. etc.

A bit off topic, but is Plex Media Server an OS or is it a program?

Plex Media Server is more along the lines of a program - it's an addon to a few file server OS's, such as FreeNAS, and has clients for most machines with a complex OS out there (iOS, Windows, Android, Xbox, PS3, Roku, etc.)

Technically there is an unofficial way to install media center into windows 10.  It requires a modded version though.  Personally I wish they'd bring it back.  Now that I've learned there actually are good TV tuners out there and with the 4k netflix and the 4k blu ray player coming out that requires kaby lake and therefore windows 10, it really sucks not having media center to compliment the rest of the htpc.

There's something cool here - you just can't see it.

Based on Microsoft telemetry data, extremely few people used Media Center, and very few people played DVDs with their system. In addition, you had the start laptops without disk drive when Windows 8 was released (not to mention the start of Windows powered tablets), and people wanted Windows to cost less. All together, Microsoft decided to remove Media Center, and all associated codecs (costs money to Microsoft), including DVD codec. If you wanted it, it was an extra to the Pro edition. Microsoft did offer for free for a nice while though when the OS was new.
