Instead of editing videos on a notebook with a I3-3110M, I would buy me a video-editing-PC.

I have two choices:

1.

Intel Xeon E5-1620 16 GB Ram
Radeon R7 240

2.

i7-4770 8 GB Ram
NVIDIA Quadro NVS 310

Please tell me which of these you would buy for video editing in "premiere elements" or "premiere pro cs 2" and just a little bit 3d-modeling and animating in "blender".

CUDA acceleration is a must, so a NVIDIA GPU would be your best option. Go for the Xeon but throw in a 1050 like @nerdslayer1 said. You should be fine by then :)

CPU: Intel Core i7 8700

GPU: Gigabyte GeForce GTX 1070

MOBO: ASUS Z370-F STRIX

RAM: 16GB Corsair Vengeance DDR4 2133MHz
