How do I open ports on Android?

Hey! I'm currently away from home and don't have access to a broadband service so I'm having to use my 3g data with a tetherable hotspot connected to my laptop. I wanted to play fifa which requires some ports to be open and since they're closed I cant find any opponents. Is there any way I can open ports on my android from my laptop or my phone?

it shows me how to port forward on a router from an android. I want to port forward my 3g data so i can use it with the tetherable hotspot on

The issue isn't your phone, it's the fact that your ISP (the cellphone provider) doesn't give each phone a public IP - you are behind some form of NAT.
