Hello, currently I have a R9 280x in my system. My 280x has 4 different "performance levels". 300mhz, 501mhz, 970mhz, and 1070mhz.

I have a issue that seems to appear when my system goes to sleep and I wake it back up where my GPU will only go as low as 501mhz and as high as 970mhz which makes my GPU run hotter than it needs to at idle and limits my gaming performance.

The only solution that I have found is when this happens to restart my system and then it goes back to normal. Anybody have any ideas on what causes this to happen or how I can fix this issue?

Your GPU automatically downclocks itself to save on power and to lower the heat output.

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB

138 is a good number.

From how I understood the question, the problem is this function isn't working properly after sleep and the GPU isn't downclocking properly.

Try disabling sleep.

Try disabling sleep.

DDU (display driver uninstaller) and reinstall AMD drivers

I think he wants to achieve getting normal clock rate after waking up from sleep.

You are correct in your understanding.

I have disabled sleep as a temporarily solution but I would prefer to actually come to a permanent solution as just letting my computer run all the time isn't a optimal solution.

Try checking the power mode settings in your BIOS. I recommend using  S1/S3 mode however S1/S4 can be used to preserve data if you are working on something when the PC goes to sleep.

If you do not want to have the trouble in setting this up, just set the BIOS settings to default given that it will not compromise your current set up i.e. raid etc.. :D
