Line In audio toggle?

So I listen to my phone loads through the line in jack on the back of my computer. Thing is that I don't want to have to go under my desk every single time I want to use the cable. If I have it plugged in constantly it either just results in static or I have to go Recording devices > Properties > uncheck listen > Exit which is finicky af.

 

Is there a simple way to just have a toggle on the desktop to do it for me so that I can have my cable plugged in all the time without static?

unplug it from the computer.  Plugging a cable into the back triggers the port to think there's something plugged in you want to produce sound from.  Doesn't matter if the cable doesn't actually have a source.  For that matter, it doesn't even have to be an actual 3.5mm audio jack either.  There are two pins inside that connect together to complete a circuit when something is stuck in.  That's why it thinks it's on.

There's something cool here - you just can't see it.
