Since you have good DNS settings, the next most common cause of this issue in my experience is packet loss, whcih can be caused by a number of isses. How is this computer connected to the network? If it's wireless, how good is the signal strength that the computer receives?

Looking to buy GTX690, other multi-GPU cards, or single-slot graphics cards:

That is a good test, but a better one is MTR, or you might look up WinMTR. MTR is like running traceroute every few seconds, and if you let it run for an hour or more in the background it will give you a good idea whether you experience any packet loss at all - if you try to run ping or traceroute manually when you experience an error loading a website, most of the time the issue will have already passed before you can start your test. MTR is open source, and there are a few Windows ports of it available. The one that I use is http://winmtr.net/download-winmtr/

try leaving it running for a long time - at least an hour. you specifically want it to already be running when you get that DNS error in Chrome, check what WinMTR shows right after you get one of those.

Have you tried flushing the cache, just in case... you can do that with ccleaner even.

Ahh I see, yes I also have that on my windows PCs, use ccleaner to clean when windows starts to flush out the browser cache and loads of other stuff.

So this is now a problem on 3 PCs?

If so, I would be leaning towards there being a problem with the router... it is possible that the PCs are all at fault, especially if they are all using the same DNS settings etc, but less likely is all. First off what I would do is change them all to DHCP and see if that makes a difference, then check the router's settings. see if there are any conflicting reservations etc. If you can't find anything, I think my next course of action would be to save the router's settings so that you can go back to that any time you want - and then reset the router, put in whatever info you need to get the basics working like internet and any address reservations or DHCP range to avoid conflicting static addresses from devices. Then set your PC back to DHCP (if not already) and see if you still get the problem... if you don't then it might have been some setting that got confused somewhere, and you should be able to narrow it down, by changing settings one at a time until the problem occurs again... if it doesn't do it anymore then that's great.
