How to open local backup of cpanel site

Alright so here is where I am at.  For a my teacher gave us a topic to do a project on and no other rubric and wanted us to "surprise him" with our projects.  So I decided to create a forum website.  Now here is where I am at, today at school I go to the site and it is blocked on their network.  I talked to the IT guy this morning and he said he has to talk to the superintendent of schools before anything can get done..... I have to present this later today so I thought I'll just download the site locally and pull it up that way.  I did this using full website backup tool with cpanel then I downloaded the backup and unzipped it using winrar.  However I cannot figure out how to actually open the site locally from those files.  The public_html file is not saved as a .HTML but instead as a folder.  How can I open this backup locally??
