Budget? I want to change some things on the list, but I kinda need to know how much I can spend. Also, do you need the keyboard, monitor, mouse, and OS?

I suggest spending more on your PSU and getting a different keyboard. EVGA and Seasonic have a good selection, particularly EVGA's G3, GS and GQ power supplies. Razer's quality is questionable and your mileage may vary - even though they are widely known, they continue to have quality issues.

I had that same Razer keyboard and returned it after 3 days because of annoying software issues. I guess it's a common problem. The S340 Elite is worth the extra few bucks. Other than that looks good.

The one thing that I would note is that Barracudas have high failure rates. Toshibas aren't the 'highest proforming" drives, but they also have the lowest failure rates, and they are just as cheep. I actually have the Razer Blackwidow Ultimate 2016 Edition, and I love it.

budget in total for me is 1500, i have a mouse already. that includes me buying the OS and a CPU cooler which i want to be a  Hydro Series H110i

That is also a personal preference thing. It's like some people love browns or reds. Some people even love blacks. To be honest, if he can find somewhere where he can try the feel and see what he likes, that would honestly be the best. While, yes, the case can impact the noise, the system has a larger impact on the noise.

Why drop to a 480 4GB but at the same time getting a 144Hz monitor?

I'd get an IPS monitor for editing, his build originally had a 480 so I don't think gaming is his main priority

hold on, hold on, you can actually crossfire with a b350 mobo, IIRC all crossfire needed was 2-4 gpus from the same microarchitecture and a pair of pci-e slots.
