When testing speed it's better to make sure the line isn't being used at the time if possible, as that can seriously mess with the findings of course. If you want to see what other devices are on your network, you can look in the router menu, or if you want to see what devoces are hogging the network there are apps/programs for that too.

Talk to Rogers, I'm with Cannet and I was in the same situation a couple weeks ago when I was paying for 100Mbps and I was only getting around 20.  Just talk to tech support and ask them what's happening. Also, you probably won't get a 100Mbps on a wireless network, your max will be around 70-80 and the average will be around 50. On a wired network however, speeds should be around 100, though.

OK, first lookmon your router, see if it tells you what the speed is of the internet connection.. some routers have this, some don't. If it doesn't then make sure no-one else is using the internet for just a minute, hook up an ethernet wire to a laptop or PC and run speedtest from the closest location to you... you can also try another few near your location if available. Sometimes ISPs also have speedtest apps, you can use those also.. and some ISPs even have diagnostics that you can use from their websites. Try all of those first (if available) to see what you get speedwise, most tell you the speed is Mbps (Megabits per second) - Not MBps (MegaBytes per second).. from your OP you are paying for 100Mbps (Megabits), so hopefully one or more of the tests will come close to that speed. If they do, then great, the issue with your speed must be somewhere on your home network, and not the ISP... so then we can work from there to see what the problem is and of it can be fixed. If the speed isn't even close to that (while using an ethernet cable), then you should contact your ISP and explain the situation to them, screenshots of the speedtests could help there, and then hopefully they can resolve the situation for you... if not then I would suggest getting a different ISP.

Hope that was some help to you... the apps for checking what devices and such are on your network IMO are only to be used after you find out if you have a problem your end. But if you look on your router, there is also a device list, see if they look unfamiliar to you and can disable their connection to the router.. I would only do this if you know for sure they are NOT supposed to be there. I'll have a look and see if I can remember what apps are good after you have done the above.. as I don't have much time today as I am busy.
