Not sure what type of board you have, but if its intel, do you have XMP enabled? By default, all RAM will run at 2133 mhz as its officially what intel supports.

Have you tried manually entering the speed of the memory?

Sometimes when trying to run memory at higher-than-rated (motherboard rating) speeds it can require a CPU overclock. Being a 970 chipset board I'm not sure if you are able to overclock your CPU, but it would be worth a try.

Have you tried looking in CPUZ because task manager is poo?

Even when overclocking the CPU, It went down to 657mhz, despite setting it to the max or lower level, it wont go past 1067mhz!

Not sure if it's an option in your bios, but in mine I can set the values for frequency and timings while still being in auto mode. Leaving it in auto makes the manual entries fairly useless since they change dynamically, so if you have that setting available, turn it to manual. Otherwise I'm not too sure I'm afraid.
