Sorry if someone has asked this already but I've spent the past few days googling and couldn't find anything.

 

I'm currently getting ready to paint my corsair 750d and following this guide http://www.overclock.net/t/458611/interior-case-spray-painting-guide. Before I paint tomorrow I was trying to figure out if I need to sand all of the powdercoat off or just give the metal a ruff texture.

Unless the powder coat is flaking off or peeling you don't need to sand it off nor want to try that itself is a chore in itself. All you need to do to light sand and scuff the surfaces and apply a light primer ideally to just help promote adhesion. 

 

If you want I cover some details on it here in general painting but it looks like that guide has it all down.
