swap out the h50 for a hyper 212, its cheaper and its better. If you can try get 2 4gb sticks of ram for dual channel memory

For the budget I could not get a small form factor. But this case isn't insanely big either.

Remove all stock fans and place 1 sickeflow as front intake, 1 as exhaust and replace the 212 EVO one aswell. If you really can not move anything over 700 mark then don't get the fans. Try to save money for a 128gb SSD and add this later. 
You get 3 free games aswell with the 7970.

Get a cheap case, zalman do good cheap cases, you would benefit more by using a stock fan and getting a better processor, it will have a big benefit.

No I didnt. The CXM gives him enough watts and it is a good PSU.

Will barely make it, limit him with everything and that board + that CPU won't be a good combo.

Gigabyte specs their R9 270X with a 500W psu and 2x6-pin power connectors. Take a look at XFX Pro Series 550W ~US$60, or Seasonic S12II 520W ~US$70.

 

Cooler Master Hyper 212 Evo will do a decent cooling job and save some money.

 

The Arc Mini R2 is a really nice case but takes up way too much of the budget. Go with something less expensive, perhaps something like the Cooler Master N200 ~US$50.

80+ ratings certify electrical efficiency. Not quality.

Then he cam bump it up to a 500w CXM and then get an FX 6300 which then gives you room to get a better CPU cooler.

Awkward you get a slightly beefy cooler on that mobo. You won't be able to oc much on that board.

The ram you chose is also pretty much perpetually out of stock.

I would rather give the money for the cooler in a 970 board instead. Still, he didn't say he needs the OS and it'd be great if he had another $100 to spend on HW.
