My old PC doesn't output any signal. 

I thought it was the gt 210, tried iGPU-no difference. 

I searched for blown caps, everything seems to be fine. 

Could it be just the CPU? 

It had some problems booting last time- it took 3-4 tries to boot properly, always crashing when it got to windows, then it began crashing just after POST and now it's not outputting any signal, but fan speed seems to be normal.

GA-G31M-ES2C

2GB 800Mhz A-Data

E8400

400w safepower PSU

I swapped the E8400 with an E6700 which I had lying around. 

It booted and I got image. 

So it's probably the PSU and the cheap Mobo that caused the death of the OCed E8400.
