Ideas for upgrades

Current build - i5 4460, Asrock z97 anniversary, HyoerX 8Gb ram, Gtx 970 and a 600w psu. 

I am looking to upgrade this year, what would be the best cpu and motherboard (with cpu cooler) to fit with my 970(I want it to be best bang for buck and not too expensive so around £300-£400) I play games like rainbow six siege and Europa Universalis IV (So not that demanding)

get an I7 4790K another 8GB of RAM and a new PSU, motherboard is good

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
