Which budget graphic card to buy?

So like the title says, I need help with graphic card upgrade. I noticed that my GPU is working 100% (and I can tell there's bottleneck in almost every new game) most of the time with newer games like WoW, CS-GO while CPU is sitting on 40-80% and I am just not sure which one to get. I was thinking about MSI Geforce GT 730 2GB OC or maybe even 750. But I saw some people installing way more powerful GPU with that CPU. I have to mention that I am planning to upgrade RAM to 8 GB as well. Notice that I don't have too much money to spend on my PC at the moment so I obviously cannot get gtx 970+.
Here's my Iron Man specs:

CPU = Intel Core2Quad Q6600 (OC to 2.9GHz)

Motherboard = Asrock G41M-VS3

RAM = 2x2GB G Skill Value F3-10666CL9-2GBNS

GPU = Nvidia Geforce GT 430

Storage = SAMSUNG HD256GJ, WDC WD3200AAJS

Display(s) = S-View 19" 16:10

Cooling = Stock

Operating System = Windows 7, Windows 10 (both 64 bit)

If you really want a gt 730 make sure you got the gddr5 version.

Personally I suggest the gtx1050 and rx460.

Then gt 730 is your best bet. If not you may want to change the PSU for a better card (and future proof)

Yes, this 730 is gddr5 with 2gb buffer, 1006mhz core clock, 64bit bus, dx 12.

Well from 70 to 110 dollars I suppose, but I can save up more. I just want the best in slot recommendation :) And I don't wanna waste power since I am not going to upgrade cpu on that rig.

Look for a used 750 or 750Ti, it's the best value.

If you are around 100$ you can go with an rx460 or gtz 1050 ( i prefer the latter with this budget) as they don't  require any 6pin power connector ( as long as you don't  buy a super overcloccked version )

RX 460 or GTX 1050 would be a much better value and last longer.  Both of them is about $100 USD.
