Forza Horizon3

I would like to buy Forza Horizon 3 to play it on my PC. On microsoft store it says it is both compatible with PC and Xbox one. I noticed that a sale in my city for the horizon 3(from 59.99 to to 45) but it says Xbox platform with DVD. Is by any chance inside a code that works with PC, or I have to buy it from the official store?
