From quick google it seems to be system app without external download. Microsoft's own support site redirects to contact support personel directly (if you have retail copy). If its OEM on prebuild or laptop, they might redirect you to manufacturers support (which sucks). Others say you need to repair/reinstall Windows to fix this.
