I was thinking of my budget this year, and have come up with my figure of $1200 across multiple projects. I have to make that by the end of the year. 
So one of my projects is getting a $40 old Core 2 Duo system and upgrade it, with a $260  budget for upgrade, what is the best plan?

Also, what do you think a less than 16 year old with limited access to a town can do?

The real question is: What do you expect a Core 2 Duo syste to be capabale of? Even with an additional 260 bucsk invested into it.

I have a plan to get a Core 2 Quad Q9650 and 8GB RAM with a 1050 ti in a core 2 duo optiplex. Is there something better than taht?

If you watch RandomGamingInHD, he bought a $5 dell optiplex with a e6700 and 2 gb ram i think, he planned to upgrade it but it started making a sound like someone stuck a spoon in a blender, so i plan to find something better than that and upgrade it. As said above, will 8 GB RAM, a Core 2 Quad Q9650 and a GTX 1050 ti 4GB be able to game better than a X4 645, 16GB RAM, and a r7 240? (BTW the latter build we actually own and it is pretty good at gaming as in Gmod, Unturned, Warframe, etc)

The X4 645 is about the same as the Q9650, so I'd just stick with the Athlon rig and drop the 1050 TI in. Don't waste your money on a Q9650 system.

the X4 rig is a family shared computer that I can rarely touch because my brother is a fucking greedy douche

Sorry to hear that your brother's attitude is going to make you waste a bunch of money.

 

Talk some sense into him and upgrade the family computer. He'll get over it once he experiences the improved performance with that 1050 TI.

No, I need a personal computer anyways. The family computer with the r7 is decent right now, I need a personal one for youtube which my brother uses the family computer too much for me to be able to barely do 2 minute videos once a week but the q9650 and 1050 ti should do better

Any chance you can't get something like a used Phenom II system on the cheap?

Or a first gen i5 system, like an Optiplex?

I'm not sure. I do have a laptop that can record 480p at 20 fps though that I only use to record skittles.
