I don't think so. It's weird for a university to not give you a .edu address. Could there be a problem with the university's accreditation? If you mean just high school, then no I don't think high schools give out .edu accounts at all.

.edu email addresses and school emails for students in general is mostly reserved for University/College. Back in highschool, I rarely used my personal email at all. Now I'm in University, I use my University email everyday.

Err... he's 14. He's not in University. He'd approximately be in Grade 9 or so in High School.

Does your high school give you an email address at all - even one without .EDU? If not, you could ask older siblings, cousins, friends, etc, that are in College/University, if you can use their address to sign up for an Adobe Account.

the thing is, me and some people are working on an app and i am the only one who knows how to use PS, noone has a .edu email of them too

If your school is expecting you to use PS, they should be providing you access to the program through their on-site computers. You could also use an older version of PS as Adobe licenses out older versions for free.

Well unfortunately you will either have to find someone else to get it for you or use an outdated version of PS if you don't want to pay the monthly fee.

Using an outdated version is totally fine for them, I would say. He can use an old version until he can afford to pay for the monthly fee or acquires a Student EDU email address.

CS2 should be the one that's free now since Adobe axed its activation servers for it. Doesn't play well with Windows 10 from what I've heard. Not sure about CS3 and 4.

So learn the old one. Simple enough, eh? Besides, the general UI for Photoshop hasn't drastically changed in over a decade.

I suppose it depends on your local educational system. College in Canada is still Post Secondary. You certainly could go to College (or University) while 14, but you'd still need a GED or a High School Diploma, in either case.
